"Perfect Form":

Personality: Cold, heartless, Vile. The woman is incapible of love and sees the human race (AND metahuman race) as inferiors. She constantly tries to lure Zell in forsaking his humanity and embracing his own 'Perfection'.

History: The woman known as Elli was a scientist who worked alongside Dr.Atterrius in his attempts to amplify the human race. Once Dr.Atterrius was murdered, Elli (under he now forgotten real name), attempted to rat out Kurt Summers for his murder, but Mr.Summers was prepared. He injected Elli with an experimental genetic agent and turned her into the woman she is now.
Elli was held in the facility, starving and dying. Soon she realized that her memory was slipping. One day she felt a call, and the call empowered her. She broke free and destroyed all the lighting. In the destruction of the lighting she found that she had taken a new form, a perfect form. In darkness, Elli became the perfect woman, the ultimate human.
Elli followed the call, only to find the body of Zell Atterrius lying on the ground. The call was so perfect, so serine. The same genetic agent that had infected her had now evolved and become perfect. In time this child would become what she was meant to. He was the Perfect human, however He rejected the gift. He began studying technology to limit the process of his 'ascention'. Elli dedicated her life to makking Zell see the futility of his current flesh and lead him to his destiny as the Perfect Human.

You need to split between the energy manipulation, control over electrolytes and regen. You would need atleast 3 ability for the manipulations and atleast 7 for the regen to do what you say it can. I would also like to ask how she achieves psuedo flight, considering that she had 1 in flight.
