An image flashed across the void that existed outside of space and time, a white expanse that  contained all that had ever happened within time. A library of infinite information and he had access to it as he saw fit but there were few people within the stream of time that actually got his attention. Revolutionary figures, people that had wanted to change things for the better even if not all of them managed to make that much of a difference. His eye was focused upon the country of Belarus, one part of a fascist regime but that had a swift end put to it by one Lucius Alba. Sure, the means by which it had been done were slightly shady, something about being willing to do anything to improve the world was something that he couldn't help but respect. It was like watching a character in a show improve, from a terrible person to someone much better.

"Okay, this is the timeline I'm looking for." He said under his breath, waving a hand as a portal would open within the void of time and space. Stepping through, he appeared  in the streets of the capital city of Minsk. Which, if he had anything to say about it was that the city was pretty nice. It sure as hell beat those other big cities with the whole utopian look that was likely trying to be reached. Likely he wouldn't stand out, considering that he looked rather normal as far as humans went, if you ignored the whole being short thing, well that end the constantly keeping one eye closed. He looked about, taking everything in around him before turning attention towards the largest and most important looking structure in sight.

"Yupp, that's gotta be it." Could not have been but he didn't truly care about that. Where he found himself was what looked to be...some kind of break room or some area with a coffee machine. That was where he found himself face to face with what looked to be a male, dirty blond with these weird gray eyes, standing a good five or six inches taller than him. "Oh....well this is slightly awkward." He said, not actually doing anything that suggested he was going to try and run. Not as if he was really worried about being hurt by any means of the word, waltzing over to the coffee machine and pouring himself a cup.

"W...who the hell are you?"

"Just your friendly neighborhood anomaly. Thought I'd see the Capital of Belarus for myself...rather than watching from afar. It's really way better than I thought it would be." Despite how confidently he talked, that didn't quite stop the other male from being quite confused at what was going on. "This place probably has some kind of security system anyway, so.... there it is." He started before being interrupted by said alarm.

"Wow, I actually called that one." He said, legs crossed as he let them dangle over the side of a counter he was sitting on.

"Um, sir. Someone just ported into the building. They seem to be drinking coffee." Hector said, stopping the conversation he was having as he sat across from Lucius at his desk. The AI was definitely not miss placed as Lucius' head of security, especelly with the use of his body. As soon as Lucius heard that, he thought of one person. They were the only ones that could bypass the buildings teleportation blocker, that he knew of anyway.

"Samhain?" Lucius asked, standing up not in fear but in preparation. Dealing with that guy was such a pain, mostly because he was both sarcastic and untouchable.

"No, i haven't seen this one before, not on any camera or in any database." Hector noted, standing as well.

"Go out and meet him, see what he wants. If his intent is hostile i would rather risk something i can repair then lives." Lucius reasoned, sitting back down as the AI nodded and left the room. Walking out, Hector did his best secret service impression, wearing a suit and all. The people near the coffee machine scattered and allowed Hector to deal with it, along with a couple of other suit clad men.

"Can i help you? This is a restricted area." Hector muttered, narrowing his eyes at the intruder. From the looks of the guy he was a metahuman or some other inhuman, which meant Hector had to be on his toes. He did all the scanning he could, and with his now upgraded sensor system found the being arrived through a quantum tunnel of some sort. Interesting.

Time Cop was for the most part relaxed, sipping carefree on his cup of coffee which was just the right temperature. Not enough to burn his tongue, but not a lukewarm piss that would warrant it being dpat out rather than being drunk. That was when the suit clad men appeared, likely doing their best to intimidate him and yet all they did was amuse him. "Well there's nothing you can do for me Jeeves. Though it is nice they're rolling out the carpet for me." Pausing for a moment, he took another sip of his coffee, letting out a contented sigh as he set the mug aside. "You see, I'm here to see Mister Alba, the one with the scary red acid he shoots things with." One could ascertain by his tone that he wasn't taking the whole situation too seriously.

In the blink of the eye, they would see that he was gone as he ported across the room to pick up what looked to be a magazine. "For some reason I really love supervillain celebrity drama. Kinda like something out of a comic." The headline read about a certain Rise head's public persona possibly having some manner of romantic stuff happening, but these tabloids could not be trusted. Not that he cared, considering timelines had different outcomes to this, and all of them highly amused him much like some manner of soap opera. "Okay...off topic here. Anyway, so are you guys going to try to arrest me or something? That would be pretty funny." He then asked, turning to look to Hector and his escorts.

"Arrest you? No. But we aren't going to allow you to see Prime Minister Alba unless you give me a good reason why you couldn't have just scheduled an appointment." Hector said, eyeing the teleporting metahuman, picking up more of the quantum disturbance. It wasn't even tunneling, it was as if he dropped from reality and reappeared once again. It was more like quantum spots in that sense. The males confidence only reinforced just how dangerous he could be.

Lucius watched over the camera system, himself interested in the unique teleportation. The fact was, he wasn't tunneling or substance traveling, the blocker would stop him if he was. This wasn't teleportation at all. That if anything else made Lucius curious, but not enough to walk out there or invite him in just yet. Honestly he wondered why the male didn't just appear in front of his desk.

"Would someone shut that god awful alarm off already!" Lucius yelled out, finding his thoughts being slowed by the annoying sound.

Of course, humans always had their schedules. When your time was limited, you had to make sure everything was put into place, and when you're basically a time god you had all the time in the world. Not that he would ever refer to himself in such a manner, considering how arrogant the word sounded when one thought about it. "Well that's good, not like you have anything that can hold me anyway." He noted, sitting down and continuing to read the magazine, which was mostly just inane gossip after a certain point. "Oh...appointments. Kinda forgot about those...or didn't care, one of the two anyway." Unless of course they somehow had machines that stopped him from messing around with space and time, well then he had nothing to worry about.

"Don't really need to give me permission either." He then noted, closing the magazine and looking back up to them with his single open eye. "Don't really want you people to blow your palace up trying to stop me though."

Hector was visibly getting a bit impatient now. If he was so unretrainable then why was he still in the lobby reading and sipping coffee? Hector was about to open his mouth again, but he got a message from Lucius, who leaned over and pressed a button on his com-link.

"Send him in, no point in playing games." Lucius said, removing his hand from the button and sitting down. As was customary when he talked with people, he poured himself some Bourbon and sipped it, waiting for the male to come walking in the door. Inhumans got so used to doing what they wanted they forgot how to be proper and civilized, that Lucius could agree with the Agency at the very least.

Hector reluctantly waved him past, but followed close by and waited outside the door with the other suits. He wasn't taking any chances with this one, who knew what he was capable of with the signatures he was emitting. Once Time Cop entered the lush granite and red velvet office, Lucius would speak.

"I'm a bit busy, so do tell me why you have invaded a government palace." Lucius said, eyes stuck on his monitor as he scanned data pertaining to entrance into the country. He didn't even look at the anomaly.

It looked like they would let him in pretty quickly, which was something that went along fine with him but then again not like he was expecting anything different. Any excuse to forgo people trying to blow him up however, that was pretty nice. They would lead him to Lucius' office as they appeared to be pouring themselves a glass of some kind of alcoholic beverage. Sure, he could have ported in but Time Cop had a measure of respect for the male, so he would walk in like a normal person. In the blink of an eye, he ported over to a chair already in a sitting position. He couldn't help but appreciate the aesthetic of the office itself, something that spoke of a certain class within it's design. "We all gotta invade a government palace at least once, though don't worry. I'm not gonna try to overthrow you or anything like that." He joked, drinking from his still piping hot coffee.

"That's not too soon is it? I mean, I've been following you for quite a while and I have to say you're doing pretty good now. Doesn't hurt the people know you as their savior from fascism rather than...well I'm getting ahead of myself." That was when he noted that his cup was empty, something that...instantly was not the case as the coffee cup was once again filled with piping hot coffee. "But that's beside the point, what I'm here for is...well I guess you could say an offer. Not many people get it so don't be too quick to dismiss it." He added enigmatically, continuing to drink his coffee.

Lucius raised an eyebrow. What in the world was this person talking about? He seemed to know the basics at the very least about who Lucius was, but no sense could be made of the rest of what he said. Lucius hated pulling the purpose of a meeting out of someone. He really was busy, and really did want the guy to spit it out. He sipped his drink and finally looked at the male, turning off his computer.

"I'm a man that likes to get to the point of things......... My exact question still stands. What do you want?" Lucius asked, almost tiredly. Was he dealing with another eccentric reality warper? He really didn't think he could handle another one running around doing weird things like drying off and painting people. Lucius couldn't help but notice the coffee fill again, so that's the situation that seemed the most likely, unfortunately.

"What I want, well that's not something you could really give me. It's not what I want but what I can offer to you." He said, swirling the liquid within his cup as he licked the lingering droplets of coffee on his lips. "But I won't bother you with overly extravagant monologues. That's sorta your thing anyway....now that you mention it I could really go for some cake. You wouldn't happen to have any, or maybe even some bakers on staff to make some right?" He found himself getting off track, quickly snapping himself back in place before he ended up annoying anyone more than he already was. "What if I told you I could lighten the load of guilt? You have your fair share of things that weigh on you, and if your personal frankenstein monster is any indication, well....a lighter load is always welcome I'd wager."

He showed his personal knowledge of events rather freely, though how that was the case wasn't made apparent. "Interested? If you aren't, I will leave right now and you can go about with your crusade to improve the world or if you're interested, well then I can tell you. So, what will it be Mister Alba? Have I...piqued your interest?" He asked, settling the coffee down and letting his singular closed eye bore into Lucius.

Ok, Lucius was a bit irritated now. This guy with horrible style was bringing things up that he SHOULDN'T have known about. The existential being theory was looking more and more realistic, especially with the weird offer. Lucius wasn't interested, he was entirely pissed off. But he might as well get this over with early.

"Sure, whatever. Do your thing so i can get back to work." Lucius said with a sigh, rubbing his face with both hands like he was exhausted. He really was sick of this type of thing.

"Have to deal with another one of these pests......" Lucius mumbled to himself before downing the rest of his drink and standing up, seemingly ready to go on whatever adventure this Time dude would take him on. He just hoped he didn't have to slaughter his fiance again.

”Says the one who goes about getting high and nearly destroying the universe.” he said with a chuckle, snapping and appearing sitting on the edge of the desk. Honestly, he was in a rather devious mood but revealing that ones crusade was in the end fruitless, well that was all too spoilery. ”Enough about your perpetual fuck ups though, right? I had a proposition of some kind, buuuuuuut one part requires those darling children you made with the billionaire. Sooooo…..we can deal with that later.” Reaching over. He grabbed the now empty glass as it refilled itself with the drink Lucius was enjoying and he took himself a swig.

”Don’t look so glum Lucius. A little levity might do ya some good, rather than being so damn boring all the time. I mean, in the end all you do doesn’t really matter in the scope of the universe, so let loose.” With a snap of his finger they would be...well elsewhere, in what looked to be a white void seemingly devoid of anything. ”And here we are. Central hub, where one must go technically to do any actual time travel, though no one actually stays here longer than around an attosecond at the most. Time travels sorta weird really.” He paused for a moment, letting him say what he wanted before continuing.

”Now I gotta ask. If you could go back, undo the most terrible thing you've done, without any negative repercussions, would you?” He asked, turning around with his only open eye focused upon Lucius.

Lucius frowned at the mention of the Red Energy Singularity. That was a horrible situation, not to mention shameful. Yes it brought him together with Gravity Man and gave him a better understanding of his energy and existence as a whole, but they did nearly destroy multiple realities. They did manage to fix the problem quite handily in the end, but apparently this thing missed that part.

Regardless, the Time Cop went on to say Lucius was boring and grim. Where had he heard this before? Oh, yeah, right. The being also went on to mention his children, and some Nihilistic Existential bs. Yeah, this guy sure was one of those damn reality warpers, or at least the same breed. The location would then change, and Lucius just stood unsurprised with his drink in his hand. He had a bored expression on his face. Here we go again.

"You got me all figured out don't you? Well you aren't the only one. I've seen so many care free and devious trolls trying to teach me an existential lesson it is starting to become a bit cliche. So keep being snarky and nihilistic, it is truly adorable." Lucius said, taking a sip of his drink that he somehow still had as he listened to the question he practically mouthed the words to. It was like watching the same re-run for the eighth time. He took a deep sigh, then answered lazily.

"First of all, define negative repercussion. Clearly by changing the past you change the future, and there are bound to be subjectively negative things happening as a result. If i changed my greatest failure, countless would be without places to live and thrive. My children would not have been created. The world would not have made the steps it has under my guiding hand. I'm of the mind that when something happens it should not be changed, regardless of the bad or good that could come of it. I am too attached to this timeline now, going back would be like a dream, an illusion, a false reality. It isn't how it was meant to be. So no, i wouldn't." Lucius explained. Sure he had regret, but the differences in the realities would be too much. Too many lives would be effected, negatively and positively. No one should be able to change what was already set, not him, not this time god, not anyone.

”Don’t compare me to your standard omniversal monsters and children. That’s kinda insulting.” He said, grin not even fading as he  snapped,  a chair appearing for him to sit down, letting Lucius answer his question. ”Honestly I don’t care if you learn anything, you’re too damn stubborn. If you change things, the reality resulting would be very real, just as real as the myriad other timelines that exist. Try not to talk about things you know nothing about, it’s making you look really stupid Alba. I really hate when you people talk about your opinions as if they're fact.” He said, his grinning growing even wider as if he didn’t care if Lucius sensed the mocking tone. If they called him dense or any variant of that, well Time Cop could just chalk that up to the stubbornness.

”I mean, what’s so wrong about your children not being born? Let me ask you that. Ryan and Isalia were supposed to die anyway, and all you did was make Lucas’ life hell with your little synthesis thing. All because Lucius was angry, and wanted to hurt them.” He talked to them how one would talk to a child.

”but enough about pointing out how much of a terrible person you are. I have a deeper reason for bringing you to this place outside of time and space. You’ll get a chance to actually help your world out. Save it from being crushed under the heel of a heartless conqueror and such. Sound more up your alleyway?”

Lucius had a perpetual half smile on his face. True he was getting increasingly angry, especelly at the mention of his kids. But Lucius knew this thing was only bringing those things up to get a rise out of him, maybe make himself feel better about something. Who knew. Lucius simply shrugged, taking a drink of his bourbon once again. Unfortunately this was only going to keep going, but he had the will to retrain himself from strangling the paradox, especelly since he probably couldn't.

"You seem to leave out a few details with every situation you bring up. You either want to only point out the bad in my life or you don't know about it enough to make a educated comment. As you said, don't talk about something you know nothing about." Lucius said, still very much on subject. If this thing wanted to bring him to some time hub and then judge him, Lucius wasn't going to let him change the subject so easily.

"I actually know a lot about temporal theory, but that isn't the point. If this timeline was initially the one i was meant to live in, then i am not going to change it. Any event i change would cause other things to change, that you can't deny. Given the nature of the world, just as much bad would happen, maybe even more. Real or not, it wouldn't be how it was meant to be without my intervention." Lucius said. This wasn't his opinion anymore, this was just fact. If you change something in the past it effects other things which in turn effect the future. They could be living in a hell because of one seemingly good deed.

"And of course you think what i have done hasn't actually helped my world. The only things you care about are the universal level events. You have no idea what it feels like to be at the ground level. Don't patronize me when the world continues to burn under your watch." Lucius said. He continued to ignore the actual reason this thing brought him here, but he was interested none the less.

"Regardless, you brought me here for a reason. Why? And why not some of the worlds greatest heroes? Surely they are better people then i, at least in your opinion." Lucius continued, getting to the root of the issue finally. He was just about done with this guy, so he hoped this was good.
