Question about Npc's

I am new here, I am wondering if the NPC's in the NPC vault are for every one to use? Or if they are exclusively for those who created them. Or do we need permission? What's the deal is basically what I'm asking, don't want to get into trouble, but some of these NPC's are quite interesting.

NPC's belong to their creators. You can make your own once you got a character approved.
