Name: Phasing Modulator
INT: 6
Abilities: Gives Cascade the ability to become intangible for up to thirty seconds at a time(The duration of one post or so, just long enough for a bullet or a sword to pass without harm. Cascade only throws it up in defense if it's something she can't block on her own or if she needs to phase through a wall to escape.).
Needs cool-down in order to not explode, and as such can only be used a few times in combat. She only uses it against large attacks, choosing to take punches as they come or use her Aikido skills to deflect them. Cool-downs would take three posts.
Description: A white mechanical bracelet Cascade wears on her left wrist. Has a red light on it that flashes and beeps when cool-down is required. Created from spare parts she stole from her adoptive father's company and pieces of a secondhand microwave when she first moved out of Castell's mansion.

Could you put the time the device allows intangibility in posts? Like it lasts for 1 post or two? Also how long it takes to cool down in posts would be nice too. Lastly could you include how powerful the item is? Is it powered by six intelligence or less? Do these and you should be all good.

Well let's see...I guess since it's really only a few seconds worth of intangibility, it only really lasts the duration of one post or so, just long enough for a bullet or a sword to pass without harm.
Cool-downs would take a post or two, depending on the length.
I'm not really sure about how much intelligence it would use, it's not ridiculously powerful, it has it's limits. Maybe 4? I need help with that part, maybe.

The cool down being two sound reasonable and 4 int sounds good. Just edit those into your app and you're good to go.

Sorry but due to complaint I have to ask you edit this app. Could you increase the cool down for the item possibly to 3, and maybe increase the power of it to six?
