Personality: Havok has a very dark, synical and humorless personality. He firmly believes that the world is on a road to self destruction and that someone needs to take complete control in order to save it, namely him. In order to achieve his goals, Havok thinks that any cost is worth paying, even the merciless slaughter of countless civilians. He does everything with brutal efficiency and calculates his, as well as his opponents' and allies', every move. He makes thousands of plans and even more backup plans, being willing to make just about any sacrafice to do what needs to be done. He doesn't hold grudges and doesn't get mad, even if he comes face to face with someone who had hindered his progress in the past, though to be on the safe side he'll sometimes try to kill them anyway to stop them from interfereing ever again. He also cannot feel fear, sadness or love, but understands them perfectly.
History: Havok was originally created by the U.S military as simply another safety precaution against threats from cyber terrorists, although back then he was called TALOS. His purpose was to check over almost all of the country's military systems over a period of a minute, detecting almost any possible threat within seconds and then eliminating the problem, basically keeping control. TALOS was soon considered to be the most advanced piece cyber military equipment in the world, which made the military begin to re-think it's possible uses. They took the original TALOS program and developed it further, making it into a highly advanced A.I with thoughts and emotions based off a human personallity, in order to make it adaptable and able to asess threats with greater efficiency when in combat. He was placed inside of a robotic body and was placed into active duty. Unfortunately, he only remained in active for a short period of time as on the day of the Demon invasion, the base he was stationed at was evacuated and he was left behind. Then, a small alien spacecraft crashed down near the base and when TALOS went to investigate, he was confronted by an alien robot of some kind. The two fought for a while until the alien robot was finally destroyed, however upon it's destruction it's A.I jumped into him and the two programs fought for control. TALOS eventually won, but he was corrupted. Part of the Alien's A.I had joined with TALOS which caused him to become the dark, evil being he is today Abandoning his old robot shell and distrubiting himself throughout the world, he set out to maintain complete control over the entire world, planning to create order from the chaos that humans had created. Since the demons' attack, the newly named Havoc prepared for the day he would put his plans into place. He set up countless small bases in almost every country in the world where default robot bodies wait to be taken over, as well as many other pieces of valuable equipment. So far, Havoc's activities have remained under the radar, but that will soon change.
Powers:
Technopathy: Due to Havok being an A.I, he has the ability to directly interface with most electronics and machinery, either wirelessly or by connecting manually with one of the wires that comes out of his wrists. When connected, he can manipulate it in just about any way he wants or even transfer his A.I into it, with any form of firewall or other protection usually being bypassed with no trouble at all and do it all completely detected. He can hack into power stations and can turn off and on electricity to a certain area; he can hack into military systems and send false data or simply block information from being passed along; he can hack into just about any satellite orbiting the earth and then use it as if it were a part of himself, allowing him to hear any transmission that it gets and see any image it can see; ect. He also has the ability to hack characters such as cyborgs, robots and androids. Once he hacks them, he can display varying levels of control over them. Anyone with 2 or lower INT can be controlled completely (No lethal actions can be taken against them and they can try to fight back), with 3-5 INT they can be frozen still for at most two turns and with 6-7 INT the opponent can usually resist his influence for the most part, but they become disoriented and unable to focus.
Transferable Software: Havok is, unlike many A.I, a piece of software that has no definate hardware. Infact, there are several different Havok A.I's that remain dormant in many different hosts all over the planet, however only one remains active at one time. Everything that the current Havok learns is immediately learned by the rest, via wireless connection. However, whenever one of them is cut off from the rest, it instantly "dies" and deletes itself entirely to prevent diversity.
Intelligence: Havok is one of the most intelligent beings in the universe. He makes plans for any situation that anyone can imagine and he is an expert on just about everyhing.

If a Player character is a Cyborg, like Nightkill, can you hack and shut down his abilities? What about player's wireless gadgets and Technology?

You're going to need more than 1 FS if you ever hope to compete with others in combat. Especially since you only have 1 SPD.

He's not a direct combat kinda guy...he's the guy who would rather create giant robot bodies and use other physically stronger villains for support.
Also, he can hack other robotic characters, but their ability to resist him depends on their intelligence and EP points spent on technopathic like abilities. Player Gagets and Technology are also able to be hacked.

Not my point though. With 1 FS and 1 Speed your reaction time if just terrible and you are below average speed. So pretty much your a 12 year old girl when it comes to running and fighting. I'm just sayin, you might get your ass handed to you on a silver plater =/.

I figured thats where you were going with "Transferable Software", but I wasn't sure. It said more than one couldn't be active at a time, so I figured they were basically "Clones" If you died. Not separate bodies where you can shift your stats around.
Regardless if what body Havok is in, he still has a level 6 Intelligence. He doesnt get dumber by entering another Body. And if his reflexes are Slow, level 1 Fighting Skill, then his new Body has level 1 fighting skill and reflexes also.

Ok, that was a mistake, he doesn't go into other robot bodies, he just makes other robots with inferior A.I to do his bidding. He also uses other hired villains to do some of the harder work. Basically, he's an evil scientist that would prefer to build a WMD than fight someone in hand to hand combat.
So to put it simply, I don't care if he can't fight, can he just get approved already?

Fighting Skills determines more then just how well you can fight. While roleplaying with 1 FS you have a hard time dodging most attacks since your reaction time is terrible, if anyone with 4+ speed swung a punch at you, your chances of blocking are little to none. It seems like you only have 1 FS/Speed so you can have super high other stats, you should think about rearranging your grid a little...

Expand in your Application on what the limitations of how low the Intelligence skill has to be for him to Hack other player characters. Because other than this, I'd approve. Example 2 Intelligence or lower could be hacked?
